It`s because of Win 7`s UAC (User Account Control), its job is to protect the computer, but it makes problems like this one, too (it`s same on Vista).
There are a couple of possible solutions:
Maybe the easiest one would be to host a game on Voobly, then upon entering the game, go to options and manage your hotkeys. They should stay like that for good.
I don`t know if this may work, but you could also try to find all "voobly.exe" and "age2_x1.exe" files on your computer, right click them and select "Run as administrator". This should force Windows to place the hotkeys files in the right place, instead of the "protected", virtual one.
You may try to uninstall the game, and install it somewhere in your "My Documents" folder (or anywhere outside the system folders, as "Program Files" is). This will allow hotkeys to be saved on the correct place, without UAC moving them somewhere else.
